Each criterion needs a dedicated evidence package — not just a checklist item. Think of each as a mini-brief: primary documents, context, and expert corroboration.

Phase 3: Expert Recommendation Letters
Letters are the connective tissue of your petition. A great letter does three things: (1) establishes the writer's authority, (2) describes your specific contributions, and (3) explains why you are extraordinary — not just good.
Letter DOs
- Independent experts (not supervisors)
- Specific technical language
- Comparison to peers in field
- Explicit national importance connection
Letter DON'Ts
- Generic praise without specifics
- Letters from direct supervisors only
- Focus on future potential
- Duplicated boilerplate language
Phase 4: The Petition Brief
The cover letter / attorney brief is your most important document. It organizes all evidence into a coherent narrative, pre-addresses potential objections, and guides the adjudicator through your case.

Preparing for RFE
Even strong petitions sometimes receive RFEs. Common triggers include: insufficient evidence for claimed criteria, weak expert letters, or adjudicator unfamiliarity with your field. Having a response strategy ready before filing reduces stress.

- Request for additional evidence on award prestige
- Challenge to organizational "distinguished" status
- Questioning whether your role was truly "leading/critical"
- Insufficient comparator salary data
